The CROCSIT project was created with the aim of facilitating the understanding and management of the (trans)border employment phenomenon between Italy and Switzerland—characterised by a complex and multifaceted legal framework—by paying particular attention to tax, social security and immigration issues (and the related challenges), while maintaining a specific focus on the Insubric Region, the Canton of Ticino and Lombardy. CROCSIT, however, does not intend merely to identify the main issues related to cross-border work, but also aims to provide concrete support tools for all actors involved in the system.
To this end, the Centre for Tax and Legal Competence (CCTG) of the University of Applied Sciences and Arts of Southern Switzerland (SUPSI), the Institute of Law (IDUSI) and CodeLounge, the R&D Centre of the Software Institute of the Università della Svizzera italiana (USI), together with the University of Insubria—specifically the Departments of Economics (DiEco) and of Law, Economics and Cultures (DiDEC)—are proposing a cycle of seminars to be held in 2026 between Lugano, Como and Varese.
The five planned seminars, with a technical and practical focus, will address various topics presented and explored by authorities, academics and professionals active in the Insubric region. The first event is scheduled for Thursday 12 February 2026, from 2:00 p.m. to 5:30 p.m. at the multipurpose hall of the USI–SUPSI East Campus, and will be dedicated to an in-depth analysis of the concept and definition of “cross-border worker” from a tax and social security perspective, as well as for the purposes of immigration legislation.
Starting from a historical overview of the cross-border work phenomenon and cooperation between Switzerland and Italy, the seminar will move on to a tax analysis of “new” and “old” cross-border workers, before focusing on the classification of cross-border workers for social security purposes from the perspective of both countries. Finally, the role of the cross-border worker will be analysed within the framework of the Agreement on the Free Movement of Persons and for the purposes of the Swiss Federal Act on Foreign Nationals and Integration (FNIA).
The second event is scheduled for Tuesday 3 March 2026, from 2:00 p.m. to 5:30 p.m. at the Suglio Business Center, and will provide a tax framework for Italian–Swiss (trans)border workers. Participation in these events, as well as in the other three training events completing the cycle, is open to everyone and completely free of charge.
