Faced with ideological attacks accompanied by budget cuts and the erosion of working conditions, labour inspections are deploying various strategies to fulfil their mandate. Among these, co-enforcement with trade unions appears particularly promising, especially if it is based on a strategic approach and relies on the active participation of employees. It is difficult to draw generalisable lessons from national case studies due to the wide diversity of inspection systems. However, one dimension seems essential in the practice of co-enforcement: collaboration between state inspectorates and social partners. This study answers the following research question: To what extent does co-enforcement with trade unions in Germany, Italy and Poland enable synergies to be developed in inspection activities and improve the protection of workers' rights and health? The study was conducted by SUPSI in collaboration with Dr Aris Martinelli and Dr Alessandro Pelizzari from HETSL – HES-SO.
